Old Heroic Runs (BoT / BWD / ToFW / FL) recruitment?

This question has been plaguing me for a while. I was curious if Blood Legion has some sort of program where Blood Legion allows fill-ins for their old heroic runs like the ones above. Can get more specific if asked to.
