I have a feeling 1.9 will be the last major content patch before the expansion. Hence, they want to get it as right as possible. There have been a lot of unintended issues with 1.9 on the PTR.... dumb things like the return of diminishing returns on enslave demon, which was changed in like 1.7 or something.
