Update to the latest CTRaid

Everyone please be sure to go to ctmod.net and download raid assist 1.7, this is their 'release', the other ones were betas so be sure to update. It is not compatible with older versions so EVERYONE needs to download it

Also, 1.17 should fix all the bugs people with 1.153 has experienced, such as the bug where buffs turn green, and where MTs aren't set. Note that some of these changes requires everyone that uses CTRA to update to 1.17, due to a change in our message format.
